[Funded by Russell Sage Foundation In the English-speaking
settler states, the notion of ‘nondiscriminatory’ immigration policy has the
precise meaning of eschewing ethnicity, race and national origins as
selection criteria in the context of past policies that had blatantly resorted
to them. There has been an interesting recent debate over whether the
commitment to nondiscrimination has consolidated into a "structural
feature of liberal democracy" (G. Freeman), or whether it is a conjectural
"feature of public discussion at certain times and places" (R.
Brubaker), an thus could be easily reversed. Evidence from the United States
and Australia can adjudicate this debate in favor of the structural position.
Three factors are identified that shore up the nondiscriminatory immigration
policies: the general acceptance of the nondiscrimination norm, even by those
who are opposed to some of its effects; the shrinking demographic possibility
of ethnic selectivity "by subterfuge"; and the instantly mobilizeable
memory of settler states’ racist pasts. <o:p />

Dr. Sanchez helps Mr. Joppke see his own folly with a strong dose of reality: "Joppke’s definition of "’nondiscriminatory’
immigration policy [as having the precise meaning of eschewing ethnicity, race
and national origins" is simply naive or cynical. ‘Nondiscriminatory’ here
is defined as protecting minority rights by denying the existence of legitimate
majority rights: that is, of discriminating against the majority. Moreover, a
core argument implicit in this article is that only White-Christians can be
racists: All Third World immigrants come from countries with racist pasts as
racism is truly universal: Only censorship and media control (both promoted by
the Russell Sage Foundation) allows the pretense that only White-Christians are
racists. In practice, such immigration policies change the ethnic composition
of nations and replace the original majority with a new majority, or a
coalition of minorities that displace and profit by the displacement of the
former majority. As he wrote, in both Australia and the United States, more
than 70% of the national populations opposed population replacement implemented
