    Rewarding The Worst

    As many as 400 9th graders in Washington DC will be paid $5.95 an hour to attend summer school. The money will go almost exclusively to black students with behavior problems.

    Just a few days ago, Obama signed an executive order called the “African American Education Initiative.” It calls on public schools to ignore the bad behavior of black students. Now the DC public schools are going to shower the worst performing 9th graders (who will be overwhelmingly black), with free money as a reward for bad behavior and poor academic performance.
